Dr. Samson Tam
 
Dr. Samson Tam is a Legislative Councilor from the functional constituency of Information Technology and he is the founder of Group Sense (International) Ltd. He is now a member of Digital 21 Strategy Advisory Committee, the Small and Medium Enterprises Committee and Deputy Chairman of the Hong Kong Productivity Council. He is also the Chairman of the TechMatrix Research Centre, which is a local technology think tank.

Ir Jolly Wong is a Fellow of the Hong Kong Institution of Engineers (FHKIE), also Fellow Members of the British Computer Society (FBCS) and Institution of Engineering and Technology (FIET), Member of the Institution of Engineers, Australia (MIEAust) and a Chartered IT Professional (CITP), Chartered Professional Engineer (CPEng) and Registered Professional Engineer (R.P.E.) in information; electronics; control, automation & instrumentation disciplines. He was the Past Chairman of the IT Division (1994-1996), the Past Chairman of the Electronics Division (2002-2003) and the Founding Discipline Representative of the Information Engineering Discipline (1998-2000), representing the HKIE for qualifying Information Engineers in Hong Kong and for Corporate Member admission to the Information Engineering Discipline. Now serving as the Accreditation Committee to Higher Diploma Programs Chairman of the HKIE and Member of the Hong Kong Engineers Registration Board. He is currently Chairman of the Institution of Engineering and Technology (IET Hong Kong Network).
 
Jolly is the Chief Police Telecommunications Engineer with the Hong Kong Police Force, now serving as the Head of Communications Branch. He received a MSc degree in Telecommunications and Information Systems from the University of Essex, UK and a MPhil research degree about digital encryption from the Chinese University of Hong Kong.
